Two artifacts come out: SKILL.md — the trigger, the steps, the eval — and DESIGN.md — the spec it's built from. Below 0.70 he refuses. That's the moral position.
Act 03
Days later, you're in the actual work. Modal sees the trigger fire, runs the skill, and notes that you used it. The bit that helps with the application of what you learned.
